PHILADELPHIA (WPVI) -- SEPTA is urging Philadelphia parents and students to make alternative transportation plans for the upcoming school year as the agency is on track to make service cuts in August. The cuts are part of SEPTA's doomsday budget that passed at the end of June as the agency faces a $213 million deficit.
