According to a Facebook post from the West Virginia Department of Human Services (DoHS), the United States Department of Agriculture Food and Nutrition Service has directed the DoHS, along with other state SNAP agencies to “delay the issuance of October 2025 SNAP benefits approved on or after October 16, 2025.”
A federal program that provides food assistance to 40 million low-income people could be at risk in November if the government shutdown isn't resolved by then.

Thousands of Coloradans who depend on SNAP may not be able to feed themselves and their families as of Nov. 1. This comes as food banks are already struggling to meet an increase in those needing help across the country.
City officials told Politico that the new work requirements are expected to affect roughly 240,000 of the 1.8 million New York City residents who receive SNAP benefits, representing roughly 13% of all recipients across the five boroughs.
November’s food assistance won’t go out until the shutdown ends, putting hundreds of thousands in the state at risk of hunger.
Supplemental Nutrition Assistance Program (SNAP) benefits will be issued throughout November—but when you get paid depends on where you live.
“They’re looking at around an estimated 16,000 individuals, ages 55 to 64, who will now have that work requirement added in order for them to receive SNAP,” said Mariel Terbio, the Hawaii Foodbank’s vice president of strategy and programs.
