The sibling told police on Sept. 17 that, on the morning of Aug. 31, the sibling witnessed Foll disciplining the boy, and that Foll punched the boy in the leg and the boy screamed in pain.

Three officers were fired, one was demoted, and seven were suspected without pay, Lewisville Police Chief Brook Rollins said.
