If the earthquake is caused by an uplift near the shore then it can push the water. If the land drops in the ocean it can pull the water down. Sooner or later the water will reach a point of equilibrium.

Jan 7, 2022 · There IS a way to swim beneath the tsunami: if you are in open water, you can diving beneath the tsunami to the water below the tsunami (waves are typically as deep as they are high). But the tsunami is many tens of feet deep. So you'd best be an expert free diver to be able to get that deep to begin with.
